Homeowners Resources and Assistance

There are many resources in Philadelphia which assist homeowners with home repairs, modifications, utilities, mortgages, insurance and other issues.

PCA has several programs which provide repairs and modifications to the homes of persons age 60 and older, who live in Philadelphia. The specific services provided, and eligibility requirements vary. For details, contact the PCA Helpline, 215-765-9040; or the numbers listed  below. There is a waiting list for most programs.  

Senior Housing Assistance Repair Program (SHARP)
Through this program, PCA performs minor repairs and modifications for low-income elderly homeowners in Philadelphia. The focus of these repairs is to improve the home’s safety, security and energy efficiency.

Minor home repairs can include:
Repair or installation of exterior doors
Installation of dead bolt locks on exterior doors, and window locks
Installation of smoke alarms and carbon monoxide alarms
Repair or replacement of wooden basement steps
Repairing leaky faucets and toilets
Installation of shut-off valves
Replaecment of door bell systems
Replacement of electrical switches, receptacles and fixtures

Home modifications can include:
Adapting existing bathroom fixtures; installing grab bars, tub benches and hand-held showers
Installing hand railings
Installing intercom systems

To receive services, applicants must be Philadelphia homeowners age 60 or older, whose home is structurally sound and where all utilities, including the central heating system, are functioning. SHARP services will not be provided to any homeowner more than one time in a five-year period

SHARP services are free to those who meet the guidelines above, and whose income is at or below 200% of the federal poverty level. Those who have household incomes greater than this may be eligible to have repairs and modifications made on a cost-sharing basis.   

SHARP is not an emergency service; applicants are served chronologically; first come, first served.

SHARP has its own crew of experienced mechanics and has repaired thousands of since the program was created in 1980.  . Please note that no Housing employee is permitted to recommend contractors or to perform private work for consumers.

Philadelphia Corporation for Aging is a registered Pennsylvania Home Improvement Contractor, #029520. NOTE: A SHARP staff person will always call the applicant before coming to the house.
SHARP is funded by Pennsylvania Department of Aging.

Family Caregiver Support Program
PCA provides home modifications, durable medical equipment and assistive devices to support family caregivers. These may include grab bars, tub seats, air conditions and other services to increase the care recipient’s independence.

Long Term Care Options
Clinically necessary assistive devices and adaptations are provided for consumers enrolled in PCA's Long Term Care Options program. These services are designed to enable the consumer to remain at home and avoid nursing home placement. They may include the installation of railings, grab bars or intercom systems.

BRAVO Health's Senior Partners Silver Plan
Provides home modifications and repairs to enhance the safety and security of those enrolled in the Health Partners Silver Plan. These may include grab bars, lift chairs, reachers, tub seats or other necessary safety modification or repairs.
